City of Kenton Parks and Recreation Board Meeting Meeting Minutes Provided

The Kenton Parks and Recreation Board met on August 10th, 2022, at 6:00PM at the shelter house at France Lake/ Saulisberry Park. Board chair Doug Carmean called the meeting to order.

Present: Thom Purcell, Joe Burgbacher, Doug Carmean, Tahsha Heydinger, Jacqualine Fitzgerald, Mayor Lynn Webb, Council Robin Jones.
Board member, Michelle Musser was absent and excused.

Minutes:

Hearing no corrections or additions, the minutes were approved. Joe Burgbacher moved to approve and Thom Purcell, second the motion.

.Peddle boating on France Lake. Board members voted to allow this at the Lake, and they must have a permit for the boat. Joe Burgbacher made a motion to approve paddle boating and it was second by Tasha Heydinger. Vote passed 3-1 with Thom Purcell opposing.

.We are still working on getting cameras in the parks. It all comes down to the Wi-Fi, and where the footage goes.

New Business:

.The board chose the date of September 21st at 6:00PM to have our next board meeting. We will go as a group to visit all the parks and pool to see what is needed.

.Looking at a date in October, where we can meet to start working on the Quarry and the pieces that we need to purchase with the Capitol budget monies we were awarded.

.Also talked about the new paved road that was anonymously donated. It’s great and was much needed…, people are tending to drive a lot faster now. Thom Purcell suggested speed bumps, Mayor Webb, agreed but stated it takes money and who is going to do it? Thom Purcell said his group would check into the speed bumps, they can be purchase and he would talk to his group from the Rich Purcell Memorial fund and be willing to purchase if that would help. We will circle back next meeting to discuss further.

Public Participation: None Capital Budget update- We will pick a date in October to meet at the Quarry to go over each piece of equipment that we will need to purchase through the grant.

Saulisberry Park/ France Lake- We are up 28% this year compared to last years revenue. The last day for the campers is October 31st.
Discussed the Grant that we received for the Veteran’s fishing and how we would go about this, since we have sold most of our permits already for 2022. After speaking to Julie Crowe from the elks we will post about the Veterans free fishing permits for 2023 season. We will give them a receipt that is marked for the 2023 season and will enter all their info into our software in 2023 and deposit the funds in 2023. I have spoken with the camp managers and Deb Purcell is fine with this, as the Veterans can utilize the Quarry office hours to get their vouchers.

Pool Update: The 2022 pool season has been a success this year, as we are 36% ahead of last year’s revenue. We did close the pool a week earlier than anticipated, as all our guards and workers will be going back to school/college and sports. Jacqualine is going to see if there is any interest in getting some retired people that would be interested in becoming lifeguard certified. They would not have to go through the rigorous training as they could only guard in the kiddy or 5ft area.
Tim Thomas asked if there would be a doggie swim at the end of the season. We will not be doing those anymore as all the dog hair, clogs the filtration system and makes the pool very dirty and is hard on our equipment.

Parks Update:

-Wharton- Friends of the late Mason Bloom will be having a frisbee golf tournament on October 1st at 1:00PM

-Murray- Last day for the splash pad is after Labor Day. The city crew will be taking the Sani vac to dig to find the broken pipe so we can fix and have the mushroom piece working next year. Talked about getting new pieces for the splash pad. Tim Thomas suggested looking at nature works grant.

-Pioneer- Need to figure a plan out for this park. Do we keep it? Update old equipment? We will talk about this through the walk throughs
