Findlay Employee Honored With John Edward Seman Award for Excellence

Findlay, Ohio – August 18, 2026 – The City of Findlay presented Joel Borer, Wastewater Operator Class I, with Water Pollution Control Center, with the John Edward Seman Award for Employee Excellence on August 18, 2026.  Joel has worked in the wastewater plant for over 10 years tackling a tough job with unfailing positivity. His colleagues note that he always finds happiness and joy from day to day. No matter what is going on in the plant he is cool, calm and collected. Joel is the first to offer help to his team and brightens up the department all around.

City employees were nominated by their peers.  Nominees included: Brady Blankemeyer, Utility Billing; Levi Butler, Street Department; Sutton Flick, Police Department; Harley Heldman, Public Buildings; Justin Johnson, Traffic Lights; Chris Kolhoff, Sewer Maintenance; Jeff Kolhoff, Water Distribution; Alan Rutherford, Airport; Chris Scherger, Parks Maintenance; Troy Stoner, Fire Department; Kevin Stozich, Fire Department; Elliott Tyzzer, Parks Maintenance.

“Joel Borer exemplifies the qualities this award was created to recognize dedication, integrity, a commitment to excellence and a genuine willingness to support his coworkers,” said Mayor Christina M. Muryn. “This year’s nominees each demonstrate the dedication and commitment that make the City of Findlay stronger. We are grateful for the contributions of every nominee and proud to recognize Joel for his outstanding service to his team and our community.”

The program is named in honor of Assistant City Engineer John E. Seman who passed away in late 2004.  John’s service to the City began in May 2000.  John’s distinguished character and passion for excellence in building a community established a pinnacle for all to follow.  The annual John Edward Seman Award for Employee Excellence is intended to formally recognize a City employee whose service, dedication, integrity, and commitment to community are exemplary.  

John’s brother and sister-in-law Dan and Katie Seman helped present the award.

City employees who have served at least one year, except elected officials, are eligible for nomination.  Nominations were made by employees of the City of Findlay.  

A plaque displaying names of past award recipients is displayed in the Municipal Building.
