Ronald E. Milligan age 75, of Upper Sandusky died at Wyandot Memorial Hospital on Sun. Feb. 3, 2019. He was born Mar. 8, 1943 in Columbus to the late Gerald and Winona (Long) Milligan. He married Connie L. Penwell Mundy, and she survives in Upper Sandusky.
